LunaHOW THE ANIMAL CRUELTY AND NEGLECT LAW READS:
Colorado State Law: A person commits cruelty to animals if he knowingly or with criminal negligence overdrives, overloads, tortures, torments, deprives of necessary sustenance, unnecessarily or cruelly beats, needlessly mutilates, needlessly kills, carries in or upon any vehicles in a cruel or reckless manner, or otherwise mistreats or neglects any animal, or causes or procures it to be done, or having the charge and custody of any animal, fails to provide it with proper food, drink, protection from the weather, or abandons it. (CRS 1973, 18-9-202)

Note: It may take more than one call to Animal Control or the Sheriff’s Dept. to get a response on an animal cruelty case. Please don’t give up–call back if the authorities have not checked on the neglected horse. You can ask for a case number and also ask to be informed when the welfare check has been completed. Also report the incident to the Bureau of Animal Protection at 303-239-4163. If you have questions, asking for advice from a horse rescue is a good option.

    The laws need to be changed. I have reported my neighbors for neglect and abuse on their horses, more than I can count! They finally got a ticket for animal cruelty, but it stays the same and the sadness never ends! I’m done calling Jeffco, because its the same ol’ song and dance. I’m the bad person for harassing these people on welfare that have horses!!! REALLY!?!?!?!?

    Brandi Turner, an investigator for Animals’ Angels, advises first contacting a nonprofit horse rescue when discovering a possible abuse case. The rescue can meet with the owner of the horse(s) to see if help is needed or if it is truly an abuse case. This would potentially reduce the number of calls to the Sheriff’s Department and possibly result in quicker aid to the horses.
